Human Resource Manager

Compensation: DOE

Gateway Center of Monterey County is seeking a high-energy, detailed-oriented, and passionate people-driven Human Resources Manager who will execute with excellence our employee related initiatives and priorities - allowing managers, staff, and caregivers to focus where it is most needed - on serving our clients.

Job Title: Human Resource Manager
Exempt: Yes
Reports To: Executive Director 

SUMMARY
Reporting to the Executive Director, the Human Resources Manager will support and drive organization-wide efforts to deliver a rewarding employee experience. You will oversee all people management areas to include recruitment, engagement, employee relations, training/development, retention, compensation/benefits, policies, and compliance. 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned as needed:

Recruitment
• Develop proactive staffing strategies to attract and retain the highest quality service team
• Partners with managers in recruitment efforts through job description development, ad development, candidate screening and interview scheduling
• Provide information regarding application procedures and other information to job seekers
• Complete background criminal and drivers record clearance checks

Employee Engagement & Retention
• Champion a culture of family, service, equality, diversity and engagement
• Provide on-boarding and training for all new employees to ensure compliance and ease the transition of new employees into their positions
• Conduct exit interviews, analyze turnover, and recommend strategies to reduce unwanted turnover
• Create employee communication pieces, such as newsletter and bulletin boards
• Plan and organize employee special events and celebrations  
• Organize and facilitate employee recognition programs to highlight department and individual staff contributions 

Employee Relations
• Advise managers and supervisors to ensure quick resolution of employee relations issues
• In coordination with department managers and Executive Director, process, prepare and assist in disciplinary actions
• Serve as employee ombudsman, assisting with job-related issues and recommending outside agencies for personal needs
• Investigate claims, such as harassment and discrimination, and present findings to Executive Director

Training & Development
• Manage annual performance review process and ensure performance reviews are conducted in a timely and effective manner
• Ensure managers are trained effectively in coaching and counseling, effective communication, management best practices, labor laws and HR basics

Compensation & Benefits
• Oversee administration of compensation and benefit programs
• Participate and conduct wage salary surveys as needed to determine market trends and analyze/recommend compensation changes
• Work with third party administrator on health, dental, Vision, HSA, COBRA, and other benefits for new, existing and exiting employees
• Handle all Workers Compensation issues to include accident investigations, reporting and follow-up as needed
• Partner with Administration to ensure Cal-OSHA compliance
• Maintain annual renewals of health benefits

Compliance
• Closely monitor and ensure compliance with all local, state and federal labor laws
• Working with outside counsel, ensure that the employee handbook is reviewed annually and revise as needed to ensure compliance with current labor law legislation 
• Maintain I-9 files to ensure accuracy and current documentation verification
• Maintain and manage employee personnel files in accordance with labor laws and record retention standards
• Ensure completion of all employee forms as required in compliance with state and federal law; creates and maintains new hire packets
• Administer unemployment claims, including accurate termination documentation and attendance at hearings
• Respond to government and official inquiries or investigations under the direction of the Executive Director/Board of Directors

HR Administration
• Creates and maintains all new and current employee files including New Employee set up in the computer (Status Sheet), changes in employee information and assembly of new employee files
• Confers with Finance Administrator on payroll, benefit and other HR support questions
• Update and maintain accurate list for driver auto insurance policy
• Coordinates with Department managers on paperwork for all hires and employment separations.
• Attend monthly Personnel Committee meetings
• Provide monthly written report to the Board of Directors
• Supports Executive Director in other assigned duties

Qualifications:
• BA/BS in Business Administration, Human Resources or another related field preferred.
• Minimum 3-5 years experience working as a Human Resources professional
• Strong computer skills in Microsoft Office (Word, Excel)
• Sound emotional intelligence demonstrated in listening, understanding, and responding to employee/administrative needs
• Proven ability to perform well in a deadline-sensitive environment
• Able to operate machinery, motor vehicle and office tools safely
• Valid California Driver’s License with a good driving record.

Administrative Assistant (Temporary)

Compensation: $15.00hr

Gateway Center is currently seeking a dedicated, detail oriented Administrative Assistant for our front office.

SUMMARY
Under the direct supervision of the Executive Director, the Administrative Assistant is responsible for supporting the Administrative Office. Administrative duties support board relations, reception and all front office functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

Office Management
• Greets visitors, consumers, and employees to assess needs and help or direct accordingly
• Distribute all mail, faxes and deliveries to appropriate “owner”
• Oversee and organize all mass mailing projects
• Maintain front office files and organizational systems to ensure easy access of all documents.
• Order and maintain office supplies for the Administrative Offices
• Create and maintain monthly bus pass mailings for SARC.
• Assist with the collection and documentation of checks received

Administrative Support
• Coordinate with Development and Events Committee on all events, in regard to mailing and database maintenance.
• Maintain and update donations database, create Thank You acknowledgement
• Assemble and distribute Committee and Board packets as directed by Board Chair and ED
• Support Program Directors with Special interest projects as needed
• Support Executive Director in all other assigned duties
